The Care Quality Commission (CQC) has embraced two important reviews shaping its future: the final report by Dr Penny Dash and the independent review by Professor Sir Mike Richards. These reviews highlight significant organisational failings and provide recommendations for improvement, which the CQC is addressing with urgency.

Key Actions Announced by CQC:

Introducing Sector-Specific Leadership:
CQC will appoint at least three chief inspectors to focus on hospitals, primary care, and adult social care. A potential fourth chief inspector may oversee mental health services. This approach aims to enhance sector expertise and strengthen staff knowledge.

Simplifying the Assessment Framework:
The regulator will simplify its assessment process while retaining the five key questions (safe, effective, caring, responsive, and well-led). Quality statements will be clarified, duplication removed, and scoring of evidence categories will be discontinued.

Stabilising Regulatory Tools and Systems:
Immediate fixes are being made to the provider portal and regulatory platform. Alternative methods for conducting and reporting assessments are being explored to accelerate inspections.

Improving Provider Registration:
CQC is urgently reviewing the provider portal to enhance the registration experience for care providers.

Changes to Local Authority and Integrated Care System Assessments:

Local Authority Assessments:
These will continue with refinements to make evidence scoring more transparent and align with national priorities.

Integrated Care System Assessments:
These have been paused for six months to allow the regulator to focus on provider assessments and adapt its framework.
